La presente tesis tiene como objeto analizar si la constitución del 2009 de Bolivia, como señala textualmente, creo una nueva forma de Estado, el Estado Plurinacional comunitario, o por el contrario, solo es una promesa y no hay nada nuevo bajo el cielo boliviano.
