A partir de la promulgación de la Constitución Política del Estado, el año 2009, se ha puesto en vigencia muchas instituciones, entre ellos los derechos de la niñez, adolescencia y juventud y los derechos de las familias consagrados en el capítulo V, derechos sociales y económicos, sección V y sección Vi de la nueva Constitución Política del Estado.
