La presente investigación se desarrolla en el marco de la implementación del nuevo Estado Plurinacional, donde el tribunal constitucional plurinacional asume la responsabilidad de transformar la justicia, mediante la emisión de sentencias constitucionales plurales y descolonizadas de carácter vinculante y obligatorio y así pueda cumplir con la fundación de una nueva justicia plural, bajo los principios establecidos en la Constitución y la Ley del tribunal constitucional plurinacional, para cumplir con este objetivo el tribunal implementa una unidad especializada en el año 2012 denominada secretaría técnica y actualmente modificada con el nombre de secretaría técnica de descolonización The present investigation is carried out within the framework of the implementation of the new Plurinational State, where the plurinational constitutional court assumes the responsibility of transforming justice by issuing plural and mandatory decolonized constitutional sentences of a binding and obligatory nature and thus fulfilling the foundation Of a new plural justice, under the principles established in the Constitution and the Law of the Plurinational Constitutional Court, in order to comply with this objective, the court implements a specialized unit in 2012 called the technical secretariat and currently modified with the name of the technical secretariat of decolonization
