El presente trabajo de investigación se realiza sobre los derechos humanos de los privados de libertad del centro de rehabilitación productiva Santo Domingo de Cantumarca la ciudad de Potosí, al ser uno de los problemas más álgidos en la actualidad se partió del siguiente problema ¿Cómo se podría garantizar una efectiva tutela de los derechos humanos de los privados de libertad en el penal de Santo Domingo de la ciudad de Potosí, considerando que la Constitución Política del Estado tiene un espíritu garantista amplio y existe una norma vigente en el régimen penitenciario que garantiza la tutela efectiva de los derechos humanos, pero en la práctica la misma no se logra aplicar vulnerándose constantemente los derechos humanos delos recluidos en el centro de rehabilitación productiva Santo Domingo de Cantumarca?, cuyo objetivo general fue establecer mecanismos jurídicos que garanticen la aplicación de los derechos humanos de los privados de libertad del penal de Santo Domingo de Potosí, en el marco de la aplicación de la Constitución Política del Estado Plurinacional de Bolivia The present research work is carried out on the human rights of the inmates of the productive rehabilitation center Santo Domingo de Cantumarca, Potosí city, since it is one of the most critical problems at present, the following problem was addressed: How could it be guarantee an effective protection of the human rights of those deprived of liberty in the Santo Domingo prison in the city of Potosí, considering that the Political Constitution of the State has a broad guarantee spirit and there is a current norm in the penitentiary system that guarantees guardianship effective human rights, but in practice it is not achieved by constantly violating the human rights of those incarcerated in the Santo Domingo de Cantumarca productive rehabilitation center ?, whose general objective was to establish legal mechanisms that guarantee the application of human rights of those deprived of liberty of the Santo Domingo prison omingo of Potosí, within the framework of the application of the Political Constitution of the Plurinational State of Bolivia
