El presente Proyecto de Grado permitirá, fundamentar un trabajo teórico propositivo con la finalidad de viabilizar una normativa que articule a todos los Notarios de Carrera del municipio de Santa Cruz de la Sierra a través de una nueva forma de organización gremial, con la finalidad de dar una respuesta real y objetiva al problema orgánico y la defensa de derechos de los notarios de carrera, en virtud a que la Ley No. 483 de 25 de enero de 2014 (LEY DEL NOTARIADO PLURINACIONAL); norma el derecho de libre asociación con fines académicos, sociales y culturales, en base a la cual se propondrá un instrumento jurídico que regule la actividad del gremio notarial, viabilizando la creación de una Colegio Notarial en lugar de una “Asociación”, por cuanto se entiende como una forma de establecer unidad, solidaridad, alto nivel académico, coordinación y relacionamiento con los demás colegios organizados del notariado latino, y jerarquizar la función notarial en todos los ámbitos del derecho del Estado a nivel local, departamental y nacional. This Degree Project will provide the basis for a theoretical proposal with the purpose of making viable a regulation that articulates all the Career Notaries of the municipality of Santa Cruz de la Sierra through a new form of union organization, with the purpose of giving a real and objective answer to the organic problem and the defense of the rights of the career notaries, since Law No. 483 of January 25, 2014 (LAW OF THE PLURINATIONAL NOTARY'S OFFICE); Law No. 483 of January 25, 2014 (LAW OF THE PLURINATIONAL NOTARY'S OFFICE); and Law No. 483 of January 25, 2014 (LAW OF THE PLURINATIONAL NOTARY). 483 of January 25, 2014 (LAW OF THE PLURINATIONAL NOTARIATE); regulates the right of free association for academic, social and cultural purposes, based on which a legal instrument will be proposed to regulate the activity of the notarial guild, making viable the creation of a Notarial College instead of an "Association", as it is understood as a way to establish unity, solidarity, high academic level, coordination and relationship with the other organized colleges of the Latin notarial profession, and to hierarchize the notarial function in all areas of State law at local, departmental and national level.
