El desarrollo del XII Congreso nacional de universidades se constituye un hecho histórico, porque es la primera vez que se realiza en dos fases, ya que la comunidad universitaria tomo con seriedad la necesidad de analizar y discutir con profundidad los temas políticos - institucionales en la primera fase y debatir con profundidad, seriedad y libertad los temas académicos y científicos en la segunda fase de del Congreso, en ambas fases se ratificó plenamente las transformaciones estructurales al interior del Sistema de la Universidad Boliviana, defendiendo y profundizando los principios, fines y objetivos del Sistema, en el marco de la defensa intransigente de la Autonomía Universitaria y el Cogobierno Paritario Docente - Estudiantil.

The development of the XII National Congress of universities constitutes a historical fact, because it is the first time that it is carried out in two phases, since the university community took seriously the need to analyze and discuss in depth the political - institutional issues in the first phase and discuss in depth, seriousness and freedom the academic and scientific issues in the second phase of the Congress, in both phases the structural transformations within the Bolivian University System were fully ratified, defending and deepening the principles, aims and objectives of the System, within the framework of the intransigent defense of the University Autonomy and the Joint Co-government Teacher-Student.
