El Presente trabajo está divido en tres capítulos, cada uno con una finalidad específica que hace de la investigación prolija, entendible cumpliendo con las formalidades y rigor científico de la Universidad Andina Simón Bolívar.
El Capítulo I se refiere al marco teórico, El Capítulo II es la parte eminentemente investigativa del presente trabajo ya que contiene la entrevista realizada a expertos del área, expertos que fueron cuidadosamente escogidos, posteriormente a la recolección se hizo una contrastación con los componentes del marco teórico para concluir con una síntesis de cada aporte.
El Capítulo III contiene la propuesta consistente en la creación de la Oficina de Servicio Plurinacional de Registro de Derechos Reales que permita brindar seguridad jurídica a los usuarios de Derechos Reales en estrecha relación con la Constitución Política del Estado

The present work is divided into three chapters, each with a specific purpose that makes the research thorough, understandable complying with the formalities and scientific rigor of the Universidad Andina Simón Bolívar.
Chapter I refers to the theoretical framework, Chapter II is the eminently investigative part of the present work since it contains the interview made to experts of the area, experts that were carefully chosen, after the collection a contrast was made with the components of the theoretical framework to conclude with a synthesis of each contribution.
Chapter III contains the proposal for the creation of a Plurinational Service Office for the Registration of Real Rights that would provide legal certainty to users of Real Rights in close relationship with the Political Constitution of the State.
