Los predios agrarios que están siendo objeto indiscriminado de cambio de uso de suelo para la creación y formación de nuevas urbanizaciones, contraviene la política soberana alimentaria del Estado. El dueño originario de la propiedad agraria es el Estado es decir que el Estado doto la propiedad agraria al trabajador con la finalidad de producir alimentos, pero de ningún modo señala que el poseedor pueda realizar el cambio de uso de suelo a urbano con la finalidad de enriquecerse a costa de los intereses de la sociedad y el Estado. La ley agraria indica que para conservar la propiedad agraria es necesario cumplir la función social y/o económica social, entonces el propietario al momento de realizar el cambio de uso de suelo no está cumpliendo con esta prerrogativa por tanto debe ser sujeto de reversión, esto con la finalidad de evitar el lucro a través del cambio de uso de suelo, por ello se debe modificar el art. 53 por la Ley No. 1715 y Ley No. 3545 toda vez que exceptúa la reversión a la pequeña propiedad, y son estas las propiedades más afectadas.

The agrarian properties that are being subject to indiscriminate change of land use for the creation and formation of new urbanizations, contravene the sovereign food policy of the State. The original owner of the agrarian property is the State, that is to say that the State endowed the agrarian property to the worker with the purpose of producing food, but in no way indicates that the owner can change the land use to urban with the purpose of enriching himself at the expense of the interests of society and the State. The agrarian law indicates that in order to conserve the agrarian property it is necessary to comply with the social and/or social economic function, then the owner at the moment of making the change of land use is not complying with this prerogative and therefore should be subject to reversion, this with the purpose of avoiding the profit through the change of land use, therefore art. 53 should be modified by Law No. 1715 and Law No. 3545 since it exempts the reversion to the small property, and these are the most affected properties.
