Ante la consolidación del uso de las telecomunicaciones en la ciudad de Sucre se ha visto la proliferación de instalaciones de soportes y antenas de telecomunicaciones en las azoteas, patios y techos de las viviendas, en diferentes zonas de la ciudad, cerca de unidades educativas, de centros hospitalarios, de hogares de ancianos, guarderías, etc. de manera indistinta, estructuras pertenecientes a las empresas de telefonía que brindan sus servicios en esta ciudad y que requieren de dichas instalaciones para poder cubrir con las demandas de los usuarios que crecen en número y en capacidad, estas estructuras que funcionan a partir de campos electromagnéticos generan contaminación electromagnética que es potencialmente dañina para el medio ambiente y por ende todos los elementos que lo componen, a nivel internacional ha surgido la discusión sobre los posibles riesgos para la salud y la vida que podría tener aparejado el funcionamiento de las estaciones base de telecomunicaciones concentrando el interés y generando controversia a nivel mundial, como uno de los principales y más preocupantes efectos del daño al medio ambiente que su funcionamiento estaría generando, situación de la cual no se mantiene ajena nuestra ciudad, el origen de esta problemática, sus causas y posibles soluciones son temas que se han considerado en el presente trabajo y cuyo objetivo es diseñar una opción de solución que vele por el respeto y protección de los derechos constitucionales de estantes y habitantes de la ciudad de Sucre en pos de lograr el anhelado vivir bien.

With the consolidation of the use of telecommunications in the city of Sucre, there has been a proliferation of telecommunications supports and antennas on rooftops, patios and roofs of homes, in different areas of the city, near educational units, hospitals, homes for the elderly, day-care centres, etc. indistinctly, structures belonging to the telephone companies that offer their services in this city and that require these facilities to be able to cover with the demands of the users that grow in number and in capacity, these structures that work from electromagnetic fields generate electromagnetic contamination that is potentially harmful to the environment and therefore all the elements that compose it, at international level the discussion has arisen on the possible risks for the health and the life that could have entailed the operation of the telecommunications base stations concentrating the interest and generating controversy at world-wide level, as one of the main and most worrisome effects of the damage to the environment that its operation would be generating, a situation from which our city is not alien, the origin of this problem, its causes and possible solutions are issues that have been considered in this work and whose objective is to design a solution option that ensures respect and protection of the constitutional rights of shelves and inhabitants of the city of Sucre in order to achieve the desired living well.
