La presente tesis tiene como objeto analizar si la constitución del 2009 de Bolivia, como señala textualmente, creo una nueva forma de Estado, el Estado Plurinacional comunitario, o por el contrario, solo es una promesa y no hay nada nuevo bajo el cielo boliviano. Se concibe al Estado como un conjunto de instituciones que organizan la vida política del país y al revisar las principales instituciones de producción , ejercicio y control del poder político como el propio Estado, el sufragio, el presidencialismo, la cuota de partición de género y el centralismo

The purpose of this thesis is to analyze whether Bolivia's 2009 constitution, as it is textually stated, creates a new form of State, the Plurinational Community State, or, on the contrary, is only a promise and nothing new under the Bolivian sky.
