Con la ley No 1715 del servicio Nacional de Reforma agraria, promulgada el 18 de octubre de 1996 se crea y entran en funcionamiento, entre otras, dos importantes instituciones directamente involucradas en la problemática del recurso tierra. Actualmente, si bien el saneamiento de la propiedad agraria a través del instituto Nacional de Reforma agraria y la Judicatura Agraria Especializada están cumpliendo con su rol, en el marco de sus competencias específicas asignadas por ley y existen en todos los distritos judiciales del país oficinas de registro de los derechos reales
